School Funding in the 1990s: Impact Fees or Bake Sales?

 

Abstract

Many local governments across America now realize that continued prosperity depends upon their ability to provide public facilities for new growth and development. These governments have learned that the ripple effects from inadequate infrastructuretraffic congestion, air and water pollution, and inferior public schools-not only erode the everyday quality of life, but also dim the communities' hopes of retaining many residents and attracting new developers.
