Picture it. The family bathtub breaks down and you need to replace it. What to do? The answer (at least to the City of Tigard, Oregon) is obvious: you hop on your bicycle, pedal over to your neighborhood plumbing supply store, strap a newbathtub on the backof your bike, and pedal home. And that “reasonable” nexus justifies exacting a bikepath dedication from the plumbing supply company as a condition for expanding the size of its facility.
