Not Always Right to Try to Get as Much as You Can

 

Abstract

Perhaps it's time for planners to recognize that property owners are not mere obstacles scattered around the coun-tryside to impede order and propriety. It is not amiss to remember that mostof the land whose use you are planning is owned by somebody. And that these somebodies have legitimate rights and expectations about being able to do something with the land.
