Abstract

Imagine the repeal of nearly every zoning, planning, and environmental statute in your state, a total reorganization of local and state government, and the enactment of a single comprehensive land-useI environmental law. Cannot hap-pen you say? Well it did in New Zealand. And the results maybe considered a model for the western world.1
