Abstract
Across the country, states, regional planning agencies, and municipalities are seeking better coordination of local land-use decision making and interjurisdictional cooperation on infrastructure matters to achieve efficiencies. The GROWING SMARTSSM program of the American Planning Association exemplifies the continued national interest in studying ways in which we can build more economically competitive communities which retain many important social and natural resources that make up the quality of life. (GROWING SMARTSSM is an effort by APA to produce model land-use planning-related legislation, including laws for regional planning.) Some states have taken a top-down approach, whereby local and regional entities are required to plan in accordance with an already adopted state plan. Yet others have developed a more bottom-up approach, requiring state and regional plans to be developed based upon adopted municipal plans.
