Toward a Model Statutory Plan Element: Transportation

 

Abstract

A frequent shortcoming of some local plans has been the ineffectiveness of their transportation elements. Relying on road “circulation” elements based on a 1960s-era local general plan concept, many communities adopted plans with 20- to 30-year planning periods. These elements too often assumed that cars and projected new lanes or roadways would adequately serve and reinforce the land-use and other elements of the plans.
