Neither Home Rule Nor State Mandate: A Third Way to Growth Management

Abstract

Following a nine-year economic boom, many states have commenced reforms to cope with growth challenges. In broad brush terms, these reforms have boiled down to a single proposition—a regional perspective must accompany purely local decision making about the use of land. The question now being asked is whether local land-use planning as a whole must be superseded by regional growth management approaches.
