The Massachusetts Comprehensive Permit Law: Collaboration between Affordable Housing Advocates and Environmentalists

 

Abstract

The Massachusetts Comprehensive Permit Law encourages affordable housing development in suburban and rural areas by overriding local zoning and other regulatory barriers. Although it is the oldest mechanism of its kind in the country, the process anticipated trends in both government regulation and the environmental movement, and therefore remains a model today, 30 years after its passage.
