Abstract
A version of this paper was originally prepared for the International Municipal Lawyers Association Annual Meeting, April 21–24. The author drafted APA's Amicus Brief in the most recent case to go before the U.S. Supreme Court concerning adult business regulations, City of Los Angeles v. Alameda Books, Inc. and Highland Books, Inc., 122 S.Ct. 1728. (See page 7 for a discussion of the Alameda decision.) Part one of this commentary ran in the May issue of Land Use Law & Zoning Digest.
