Abstract

With the new communications technology, we can do what we wish — if we can decide what it is we want to do and are prepared to pay for it. Thus, “communications technology today is flooding policy-makers with options: (i) which they do not understand; (ii) among which they must choose; and (iii) which will have profound effects upon society”. However, technology alone cannot solve our problems. We have to take into consideration social, political, cultural factors in deciding what information flows, and what types of communication policies and structures are best suited to achieve the desired social goals.
