Abstract

Reynaldo V. Guioguio articulates his theses for development communication and sums it up with an incident where an old woman sheds tears when the master switch is turned on and the village for the first time, comes alive with lights glowing. He says “to these old folks, electricity is not only a power source for lighting lamps, but more so a bearer of hope and a spirit of a new life. Development communication may not have the power of electricity, but it could be a herald of hope.”
