Abstract
Most bureaucracies are infamous for their red tape. Intrabureaucracy communications are largely formalised, dictated as they are by the formal rules and regulations of the organisation. Decisions are made at the top of the hierarchy and communications are largely “top-down”. Bureaucracies are also characterised by the prevalent feeling of alienation in the lower reaches of the organisation. However, Third World bureaucrats have contributed yet another dimension to the problem of communication in this type of organisation. The elitism of the public bureaucrats in these countries has inadvertently widened the communication gap between themselves and the masses they are supposed to serve. The question remains whether this gap can be bridged.
