Abstract
In WARC ’79, developing countries scored a qualified success in bringing about procedures which will give them a fair share of the world’s radio frequency spectrum. But much more needs to be done and, as Abderrazak Berrada notes, subsequent efforts may not be simply confined to parochial radiocommunication issues but will involve setting up new relationships between developed and developing countries.
