Abstract

… the inequality in the information flow between Japan and the Western nations, and between the other countries of Asia and the western nations, and Europe and the United States in particular, is… a reflection of a power relationship which can not be denied.

Masaki Ikuta, Professor of the Faculty of Law at Keio University, delivered this paper at the International Communication Forum, organised by the Japan Society of Information and Communication Research held in Tokyo, Japan from 12–13 November 1984.
