Abstract
It has become a tradition for International Institute of Communications (IIC) conferences to be preceded by a seminar of delegates from developing countries in which matters of their particular concern are discussed and for a report on these concerns made to the IIC. The following is the preconference seminar report prepared for the 1991 International Institute of Communications conference held in Singapore, and presented at the conference by Cecilia Lazaro on behalf of the delegates from 12 developing countries in Asia, Africa, the Caribbean, the Pacific and South America.
