abstract
This paper discusses the social theory of media with respect to governance and examines the connections between communication, participation and communitarianism in the Philippines. It describes the attempts by Filipino journalists to foster public dialogue and engage citizens’ active participation in governance. It also addresses NGO coalitions in the Philippines and analyses their performance in the light of communication theories.
