Abstract
This article assesses the significance of direct elections for the future of the European Parliament and through it for the Community. The likely impact of direct elections has to be considered in relation to the existing areas of parliamentary control and initiative as well in the context of proposals for increasing the powers of the Parliament. Direct elections are not a panacea, nor is the development of a political dimension inevitable. Parliament will have to build on what already exists, exploiting the possibilities offered by its new legitimacy without overreaching itself.
