The author, on partial leave from Hudson Institute, is completing a book on ‘Life in a Proliferating World’ for the Twentieth Century Fund. An earlier version of this paper was prepared for the XVII Annual Convention, International Studies Association, Toronto, Canada, 25–29 February 1976.
