I am indebted to several people for their help with this paper, the first version of which was written while I was a postgraduate student at the Institute of Development Studies (ids) at the University of Sussex. Paul Jourdan at the Institute of Mining Research, Harare, sent me painstakingly detailed comments which corrected a number of misapprehensions. At the ids, Carlos Fortin was as incisive as ever and prompted a useful reworking of parts of the paper. He recommended I should seek publication of it.
