Zambia, the TAZARA and the alternative outlets to the sea

Abstract

Zambia has attempted to reduce her excessive transport dependency on her traditional transport routes via South Africa and the former Portugese colonies. The costly construction of the Tanzania‐Zambia Railway (TAZARA) was part of this diversification strategy. This article examines the nature, extent and direction of Zambian traffic, including its historical evolution. It explores further the place of TAZARA among the various routes to Mozambican, Angolan and South African ports, and the ensuing actual and potential competition. Future traffic patterns will be influenced not only by the direct and service‐oriented costs of the different lines, but also by the region's volatile and uncertain political climate.

Pour accéder à la mer, la Zambie a essayé de réduire son excessive dépendance à l'égard de l'Union‐Sud‐Africaine et des anciennes colonies portugaises. C'est dans le cadre de cette stratégie de diversification qu'a été construit, à grands frais, le chemin de fer Tanzanie‐Zambie, habituellement dénommé TAZARA. L'article analyse la nature, le volume et la localisation des flux de transport concernant la Zambie et leur évolution historique. La situation coricurentielle du TAZARA par rapport aux itinéraires vers les ports de Mozambique, d'Angola et d'Union Sud‐Africaine est ensuite examinée dans les circonstances actuelles et dans diverses hypothèses concernant l'avenir. L'organisation future des flux et leur repartition par itinéraire ne dépendra pas seulement des coÛts et de la qualité de service offerts par chaque ligne mais aussi du climat politique, particulièrement incertain et changeant dans cette partie du monde.

Sambia hat den Versuch unternommen, seine starke Abhängigkeit im Verkehr von traditionellen Routen durch Südafrika und die früheren portugiesischen Kolonien zu verringern. Die aufwendige, kostenträchtige Errichtung der Tansania‐Sambia‐Eisenbahn (TAZARA) war Teil dieser Diversifizierungs‐Strategie.

In diesem Artikel werden die Struktur, das Ausmaß und die Verteilung des sambishen Verkehrs einschließlich seiner historischen Entwicklung untersucht. Weiter wird der Stellenwert der TAZARA im Kontext der übrigen unterschiedlichen Verkehrswege zu mozambischen, angolanischen und südafrikanischen Häfen und der daraus folgende aktuelle und potentielle Wettbewerb analysiert. Der Verkehr wird in Zukunft nicht nur von direkten Betriebskosten auf den verschiedenen Strecken sondern auch durch das unbeständige und ungewisse politische Klima der Region beeinflußt.

En los últimos años Zambie ha intentado reducir su excesiva dependencia en cuanto a transporte, determinada por las rutas tradicionales a través de Sud Africa y las ex‐colonias portuguesas. Parte de esta estrategia de diversificación ha sido la costosa construcción del ferrocarril Tanzania‐Zambie (TAZARA). Este trabajo examina la naturaleza, magnitud y direccionalidad del transporte de carga de Zambia, incluyendo su evolución histórica. También analiza la posición de TAZARA entre las varias rutas hacia los puertos de Mozambique, Angola y Sud Africa, y la consiguiente competencia real y potencial. Los patrones de tráfico futuros serán influenciados no sólo por los costos de las diferentes líneas, sino que por el clima político volátil e incierto de la región.
