The Trans‐European North‐South Motorway (TEM): finding the ways of practical co‐operation

Abstract

The TEM will link the Baltic, Adriatic, Aegean and Black Seas and the Middle East with a fast, safe and efficient system of motorways stretching some 10 000 kilometres in all. Its construction is expected to bring many significant advantages to the economic and social development of the region. The ten participating countries are: Austria, Bulgaria, Czechoslovakia, Greece, Hungary, Italy, Poland, Romania, Turkey and Yugoslavia. The United Nations Economic Commission for Europe (ECE) is the executive agency of the Project in co‐operation with the United Nations Development Programme (UNDP). The objectives of the Project are to aid the countries in designing, constructing, maintaining and operating their respective sections of the TEM which will be an international motorway with uniformly high level of service.

Cette autoroute doit relier les mers Baltique, Adriatique, Egée et Noire au Moyen‐Orient par un système de voies rapides, sÛres et efficaces, s'étendant sur près de 10 000 kilomètres. On attend de sa mise en oeuvre une importante contribution au développement économique et social de la région. Dix pays y participent: l'Autriche, la Bulgarie, la Grèce, la Hongrie, l'Italie, la Pologne, la Roumanie, la Tchécoslovaquie, la Turquie et la Yougoslavie.

La Commission Economique pour l'Europe des Nations Unies est agent exécutif du projet, en collaboration avec le Programme de Développement des Nations‐Unies.

Les objectifs du projet consistent à apporter de l'aide aux pays concernés dans les domaines de l'ingénierie, de la construction, du fonctionnement et de l'entretien des sections passant par leur territoire, de façon à assurer tout au long des itinéraires un service autoroutier homogène et de haut niveau.

Der TEM soll die Ostsee, die Adria, die Ägäis, das Schwarze Meer und den mittleren Osten durch ein sicheres und wirksames System von Schnellverkehrsstraßen von zusammen etwa 10.000 Kilometern verbinden. Von dem Bau verspricht man sich eine Vielzahl deutlicher Anstöße zur ökonomischen und sozialen Entwicklung der Region. Folgende 10 Länder sind beteiligt: Österreich, Bulgarien, Tschechoslowakei, Griechenland, Ungarn, Italien, Polen, Rumänien, Türkei und Jugoslawien.

Die Wirtschaftskommission der Vereinten Nationen in Europa (ECE) hat die Projektleitung in Zusammenarbeit mit dem Entwicklungsprogramm der Vereinten Nationen (UNDP) übernommen. Die Aufgabe der Projektleitung besteht darin, den Ländern Hilfestellung zu geben beim Entwurf, beim Bau, bei der Unterhaltung und beim Betrieb ihrer Teilbereiche der TEM, die eine internationale Schnellverkehrsstraße mit einem einheitlichen hohen Leistungsstandard sein soll.

Esta proyecto va a unir los mares Báltico, Adriático, Egeo y Negro mediante una red de autopistas rápida, segura y eficiente, de 10 000 km en total. Se espera que su construcción tenga como consecuencia muchas ventajas significativas para el desarrollo económico y social de la región. Los diez paises participantes son: Austria, Bulgaria, Checoslovaquia, Grecia, Hungría, Italia, Polania, Rumania, Turquía y Yugoslavia.

La agencia ejecutiva del proyecto es la Comissión Económica Europea en cooperación con el Programa de las Naciones Unidas para el Desarrollo (PNUD). Los objectivos del proyecto son ayudar a los paises participantes en el diseño, construcción, mantención y operación de sus respectivas secciones de la autopista; ésta será de carácter internacional y tendrá un nivel de servicio uniforme.
