Urban housing market change as context for transport change: some approaches to analysis

Inter‐relationships between travel behaviour and the residential location decision are frequently discussed in the literature. However, residential location decisions (therefore travel and other communications behaviour) need to be explored in the context of shifts in relative incomes, intra‐urban migration, the effects of changes in residential areas on social mobility and the corresponding processes of the production, devaluation and revaluation of housing sub‐markets, and uneven urban development. Such a context will focus attention on significant discontinuities in housing market behaviour and, accordingly, in travel and communications behaviour. These arguments are developed by reference to three inter‐related approaches to the analysis of urban housing market change, and illustrated with data on housing and transport change in Melbourne, Australia. Policy implications of the arguments are developed.

Les relations entre les comportements de mobilité et les localisations résidentielles constituent un thème récurrent dans la littérature spécialisée. Toutefois les relations entre décisions de localisation résidentielle et comportements en transport et communications ne peuvent pas être séparées de leur contexte: modifications relatives des revenus, migrations intraurbaines, transformations résidentielles et leurs conséquences sur la mobilité sociale, répercussions sur l'activité immobilière, dégradation et réhabilitation du parc immobilier, inégalités dans la croissance urbaine. L'examen de ce contexte révèle d'importantes discontinuités dans les marchés immobiliers et dans les comportements de mobilité. Tous ces problèmes sont examinés sous l'angle de trois types, complémentaires, d'analyse du marché immobilier urbain et sont étayés par des données concernant l'évolution de l'habitat et du transport à Melbourne, en Australie. Les conséquences de ces questions sur la politique urbaine sont également abordées.

Zusammenhänge zwischen Verkehrsverhalten und der Wohnungswahl werden in der Literatur häufig diskutiert. Trotzdem besteht ein Forschungsbedarf über die Wohnungswahl (und damit über das Verkehrsverhalten und anderes Kommunikationsverhalten) in bezug auf Veränderungen im relativen Einkommen, auf innerörtliche Wanderungen, auf Auswirkungen von Wechseln des Wohnbereiches in bezug auf soziale Mobilität und die zugehörigen Prozesse des Erstellens, des Verfalls und der Renovierung von Häusern sowie auf eine unausgeglichene städtische Entwicklung. Ein solcher Bezug zieht die Aufmerksamkeit auf signifikante Unstetigkeiten im Wohnungswahlverhalten als Folge davon im Verkehrs‐ und Kommunikationsverhalten. Diese Schlußfolgerungen werden aufgrund von drei in Wechselbeziehung zueinander stehenden Analyseansätzen über Änderungen im städtischen Wohnungsmarkt gezogen; sie werden verdeutlicht anhand von Daten über Änderungen des Wohnens und des Verkehrs in Melbourne, Australien. Auswirkungen dieser Schlußfolgerungen auf die Politik werden dargestellt.

Las interrelaciones entre comportamiento respecto a transporte y decisiones sobre localización residencial se discuten con frecuencia en la literatura. Sin embargo, las decisiones sobre localización (y por lo tanto el comportamiento respecto a viajes u otras comunicaciones) requieren ser exploradas en el contexto de cambios en la distribución del ingreso, migración intraurbana, los efectos de cambios en áreas residenciales en la mobilidad social (considerando los procesos asociados de producción, devaluación y revaluación de viviendas), y en general la falta de homogeneidad en el desarrollo urbano. Un contexto de esta naturaleza permitiría llamar la atención sobre las significativas discontinuidades de comportamiento en el mercado habitacional, y consecuentemente, en el comportamiento respecto a viajes y comunicaciones. Esta argumentación se desarrolla con referencia a tres enfoques, interrelacionados, para el análisis de cambios en el mercado habitacional urbano, y se ilustra con datos sobre cambios en vivienda y transporte para Melbourne, Australia. Tambien se discuten algunas implicaciones respecto a política del enfoque.
