Abstract
The first purpose of this paper is to examine the causes of the present shortcomings of the European transport network. There are two main reasons for the problems now experienced with respect to the flow of traffic on certain transport infrastructures, namely changes in traffic trends in terms of both quantity and structure, and the deficiencies of the investment policy (lack of co‐ordination, less expenditure on infrastructure). After describing in detail the main bottlenecks now found on the European network of transport infrastructure, some indication is given of probable future trends in this connection. On the basis of the growth expected in economic activity and the changes under way in the countries of Eastern Europe, it would seem highly likely that road traffic will increase at a far more rapid pace than the overall capacity of the transport infrastructure available and so be conducive to much more congestion. Given this pattern of development, a number of different measures might be taken, such as the building of new infrastructure, the alteration of modal split, better use of existing infrastructure, industrial redeployment, etc. The paper concludes by endeavouring to assess these measures.
La présente contribution examine tout d'abord les causes des insuffisances actuelles du réseau européen de voies de communication. Deux raisons principales sont à l'origine des problèmes actuels d'écoulement du trafic sur certaines infrastructures de transport: il s'agit, d'une part, de l'évolution du trafic tant quantitative que structurelle et, d'autre part, des carences (absence de coordination, baisse des dépenses consacrées aux infrastructures) de la politique d'investissement. Après avoir décrit en détail les principaux goulets d'étranglement présentement observés sur le réseau européen de voies de communication, cette contribution donne ensuite un aperçu des évolutions probables en ce domaine. Sur la base de la croissance présumée de l'activité économique et des transformations en cours dans les pays de l'Europe de l'Est, il apparaît hautement probable que les trafics routiers se développeront à un rythme nettement plus rapide que la capacité d'ensemble des infrastructures de transport favorisant ainsi l'apparition de nombreux phénomènes de congestion. Face à une telle évolution diverses mesures peuvent être envisagées telles que construction de nouvelles infrastructures, modification de la répartition modale, meilleure utilisation des infrastructures existantes, délocalisation des activités... Ces mesures font, en conclusion, l'objet d'une tentative d'évaluation.
Der vorliegende Beitrag untersucht zunächst die Ursachen der heutigen Unzulänglichkeiten des europäischen Verkehrswege‐Netzes. Zwei Hauptgründe sind für die Probleme der Durch‐lassfähigkeit auf bestimmten Verkehrsachsen anzuführen: einerseits die quantitative und strukturelle Entwicklung des Verkehrs, andererseits Mängel der Investitionspolitik (keine Koordinierung, Rückgang der Ausgaben für Verkehrswege). Nach einer detaillierten Beschreibung der wichtigsten Engpässe, die heute auf Europas Verkehrswegen festzustellen sind, bringt dieser Beitrag anschliessend einen Überblick der Entwicklungen, die auf diesem Gebiet eintreten könnten. Aufgrund des vorzusehenden Wachstums der wirtschaftlichen Tätigkeit sowie der in Osteuropa stattfindenden Umgestaltungen erscheint es höchst wahrscheinlich, dass die Verkehre auf der Strasse sich erheblich schneller entwickeln werden als die gesamte Strassenkapazität, was wiederum zahlreiche Sättigungserscheinungen hervorrufen wird. Angesichts einer derartigen Entwicklung können verschiedene Massnahmen in Betracht gezogen werden wie der Neubau bzw. Ausbau von Verkehrswegen, eine Neuverteilung der Aufgaben zwischen Verkehrsträgern, eine bessere Nutzung der vorhandenen Kapazitäten, Standortwechsel der wirtschaftlichen Tätigkeiten. Als Schlussfolgerung werden diese Massnahmen einem Bewertungsversuch unterzogen.
El objetivo primario de este trabajo es examinar las causas de las actuales deficiencias de la red europea de transporte. Existen dos razones principales para los problemas que se experimentan en la actualidad respecto al flujo de tráfico en ciertas infraestructuras de transporte, estos son: cambios en las tendencias de tráfico, tanto en términos de cantidad como de estructura, y deficiencias en la politica de inversión (falta de coordinación y baja inversión en infraestructura). Tras describir en detalle los principales cuellos de botella actuales en la red europea de infraestructura de transporte, se entregan algunas indicaciones acerca de tendencias probables futuras en este sentido. En base al crecimiento esperado de la actividad económica y a los cambios que se están experimentando en los países de europa oriental, parecería altamente probable que el tránsito vial se incremente a una tasa mucho más rápida que la capacidad global de infraestructura de transporte disponible, y por ende conduzca a mucha mayor congestión. Dado este patrón de desarrollo se pueden tomar una variedad de medidas distintas, tales como: construir nueva infraestructura, alterar la partición modal, hacer mejor uso de la infraestructura, relocalizar industrias, etc. El trabajo concluye con un esfuerzo por valorar estas medidas.
