Peacetime strength of the German armed forces and stability in central Europe

Abstract

Germany is undergoing further defense budget reductions. In this process, force planning certainty is more important than numbers. Nevertheless, it is argued that maintaining a peacetime personnel strength of 370,000 is of strategic importance and relevant to the stability of Europe. In this environment, greater budgeting emphasis should be placed on investment expenditures rather than operating costs.
