1. The authors wish to acknowledge the contribution of colleagues on committees and from the Academic Task Force, Planning and Statistics Offices in the establishment and application of the procedures, and also the seminal role of the. Institute's Foundation Director, Dr H. S. Williams, in creating an environment for institutional evolution. The comments on the role of management are those of the authors.
