Stubborn Collaborators: the Politics of the Lithuanian Taryba, 1917–1918

Abstract

This article tries to explain why the Lithuanian Taryba did not go down in history as an organ of collaboration. It first examines German plans and concepts for dominance in Lithuania and then contrasts the German perception with the politics of the Taryba. The Lithuanian council never let itself be demoted to the role of executor of purely German interests. It wavered, retreated, made concessions, but it is obvious that the Taryba pursued its own plans and ideas. Thus, the Taryba is a classic example of successful collaboration, the very success of which has wiped away any moral stigma.
