Administrative Culture in Bulgaria: Sources, Foundations, and Transitions

Abstract

The article examines how the unique historical experience of Bulgarian society has shaped administrative culture in Bulgaria. The sources, foundations, and transitions of Bulgarian administrative culture reveal continuous tensions between political and social values, between ideology and practices. The concept of administrative culture provides an insight into the “empty shell” issue in the process of Europeanization of Bulgaria and has further policy implications.
