Human Rights Imprisoned: Institutional Human Rights Non‐Compliance in Council of Europe Member States

This project explored the impact of the European Convention for the Prevention of Torture and the Committee for the Prevention of Torture (CPT) on human rights compliance in places of imprisonment in member states of the Council of Europe. The Torture Convention and CPT visits improved human rights in places of imprisonment. This finding supports the mandate of the Torture Convention and the work of the Committee for the Prevention of Torture. This project also represents the first use of coded CPT country visit reports as data and found they were a viable source for the systematic analysis of human rights at the institutional level.
