SYNOPTIC ABSTRACT

A new sampling design is proposed which reduces the spread (and thus travel cost) of a simple random sample in large-scale surveys. It provides at least a partial solution to the problem of non-response. At nearly half the travel cost, the proposed design attains efficiency almost equal to that of the simple random sample mean.
