Abstract
The article discusses the period between 1970 and 1973 when Chile underwent a process of social and political development. One of the goals of the government of this period was to effect fundamental structural changes. This paper reports on the efforts of CORFO, a large decentralized government agency, to organize and manage the Industrial Social Area, a group of more than 300 firms. Cybernetic management, part of the decision-making system introduced, is analyzed. The author concludes that, in order to change organizational structures, the complexity of the current structures must be well understood.
