Abstract
Organizational environments are becoming increasingly complex, making it difficult for managers to conduct a comprehensive situationl analysis required for planning. A new structured approach to situational analysis is designed to incorporate thinking parallel to that which underlies the cybernetic concept of requisite variety. This approach is developed to assist in planning. Using the perspective of senior management, this approach is illustrated for a hypothetical military base. The required thought process involves ascertaining the importance of specific environmental disturbances, assessing existing resource capabilities, and identifying potential problem areas. Focus is directed toward utilizing scarce managerial resources effectively by identifying resource needs that are threatening the successful completion of organizational mission(s). We discuss some additional benefits associated with this new approach.
