La utilización de la planificación estratégica y de los indicadores de gestión en el ámbito municipal: análisis empírico de los factores que afectan a su implantación

RESUMEN

La dirección estratégica y los de indicadores gestión son las herramientas que mayor repercusión han tenido en los procesos de control de la gestión en el ámbito de la administración pública, de ahí que hayan sido objeto de estudio en numerosas investigaciones.

El objetivo del presente trabajo es evaluar el grado de implantación de ambas técnicas en el ámbito municipal, tratando de contrastar la existencia o no de factores vinculados al perfil del gestor y a las características del servicio que puedan afectar a su nivel de utilización.

Los resultados ponen de manifiesto que la mayoría de los municipios utilizan ya estas técnicas, aunque aún no existan normas que exijan su aplicación, detectándose una clara predisposición a su uso generalizado en el futuro. El nivel tecnológico alcanzado, el tipo de servicio prestado, la formación de los gestores y su mentalidad gerencialista son factores relevantes para su uso actual y futuro.

ABSTRACT

The strategic management and the performance indicators have been the tools with a greatest repercussion in control processes of the public administrations. Consequently, the adoption and implementation of performance measures have been objective of study in many researches.

The purpose of this study is to explore the level of implementation of both techniques in local administrations. We also pretend to verify the existence of factors associated with the manager profile and the characteristic of the service that might affect the use of these tools.

This research shows that about more than half of local authorities were using these techniques although there are no regulations that require their application, additionally we detect a general and clear intention of use of these tools in the future. The power of available technology, the sort of services, the training of the managers and their no-bureaucrat mentality have had a significant effect in their actual and future implementation.
