Réforme agraire et complexité administrative: un exemple bolivien

Abstract

The article shows that the administrative complexity of implementation of the Law of Agrarian Reform (decreed after the Bolivian Revolution of 1952) contributes today to maintain the stability of the new local power structure in the countryside of Bolivia. This hypothesis is tested in a small rural zone of the southern part of the country. The theoretical frame of the study is constituted by the “functionalism without consensus” approach and the concepts of elites and peasant masses. The administrative complexity of implementation of the Law of Agrarian Reform facilitates and helps to legitimate the abuses of all kinds made by the elites against the peasants. The article concludes by showing the potential that sociology and political science have in the realm of the study of rural “micro-regions” in the developing countries.

Résumé

L'article montre que la complexité administrative de l'application de la Loi de la réforme agraire (décrétée après la Révolution bolivienne de 1952) contribue aujourd'hui à maintenir la stabilité de la nouvelle structure locale du pouvoir dans les campagnes de Bolivie. Cette hypothèse se vérifiera dans une petite zone rurale du sud du pays. Le cadre théorique de l'étude est constitué par le «fonctionnalisme sans consensus» et par les concepts d'élites et de masses paysannes. La complexité administrative de l'application de la Loi de la Réforme agraire facilite et aide à légitimiser les abus de tous types commis par les élites locales au détriment des paysans. L'article conclut en montrant le potentiel que présentent la sociologie et la politologie dans l'étude de «micro-régions» rurales dans les pays en développement.
