Resource Allocation in Agriculture: The Guyana Experience

ABSTRACT

The development and allocation of resources to the agricultural sector in Guyana are examined with specific reference to government policies during two phases. Phase I (1954–1964) reflected a steady increase in the percentage of capital expenditure on agriculture which ranged from 32% in 1957 to 55% in 1964. With a downward trend of expenditure in agriculture during Phase II (1964–1984), production in the sector responded with a steady decline, with agriculture's contribution to Gross Domestic Product falling from an average of 29.2% during 1961–1964 to 25. 1% in the 1970–1984 period. Since the agricultural sector failed to meet growth targets since 1970, it can be claimed that the post independence introduction of cooperative socialism as a strategy to development is contributing to the deterioration and declining productivity of the agricultural sector. It is evident that only when the capital, infrastructure, credit and other resources are not allocated according to political patronage will the negative constraints to agricultural production be removed.

RÉSUMÉ

Les auteurs examinent le développement du secteur agricole en Guyane et l'allocation des ressources à celui-ci, en se concentrant sur la politique gouvernementale suivie pendant deux phases. La Phase I (1954–1964) a reflété une augmentation continue du pourcentage des dépenses en capital consacré à l'agriculture: le chiffre a varié de 32 % en 1957 à 55 % en 1964. Pendant la Phase II (1964–1984), par contre, l'allocation à l'agriculture a diminué, et par conséquent la production agricole a baissé de façon continue: sa contribution au produit national brut est tombée dune moyenne de 29, 2 % entre 1961 et 1964 à 25, 1 % entre 1970 et 1984. Le secteur agricole n'ayant pas attaint depuis 1970 les objectifs de croissance prévus, on peut affirmer que l'introduction, après l'indépendance, du socialisme coopératif comme stratégie de développement contribute à la détérioration et au déclin de la productivité du secteur agricole. Il est évident que c'est seulement au moment où les ressources en capital, en infrastructure et en crédit ne seront plus allouées par népotism que les contraintes négatives sur la production agricole seront enlevées.
