Raumplanung unter veränderten Rahmenbedingungen

The paper states that the importance of regional planning acting with foresight increases with the extension of globalization. The international competition of regions requires the use of regional assets and strict development control. This is critical to Switzerland, which is unable to compete with low property prices for industrial uses as found in neighboring countries. Therefore, Swiss regional planning has to aim at quality rather than quantity. Regardless of recurring requests for deregulation, regional planning will always remain the jurisdiction of the state. Considering the irreversible impact of spatial actions thorough coordination of interests, participatory and democratic processes are required for strategical development and planning decisions. These requirements conflict with the call for rapid decisions. The instruments and processes of Swiss regional planning are established but capable of development and appropriate for confronting future challenges.
