Prozessintegrierte Evaluationen zur nachhaltigen Regionalentwicklung

Abstract

This article discusses the possibilities of how to evaluate planning for sustainable regional development in a process-integrated mode. A process-integrated evaluation is understood as an evaluation that accompanies the processes involved and is formed by the participants of the planning.

First, the problems intrinsic to sustainable regional development are identified as objects of evaluation in four dimensions (ecology, economy, social aspects and organisation). in each of these dimensions, one needs to consider the plane of material reality as well as the plane of what goes on in the minds of the people involved. This leads to eight fields of evaluation.

Taking into account how spatial planning was handled in the past and which methods of evaluation are being used in the areas of sociology and economy today, the key demands on process-integrated evaluations are established. One of the aspects would be that the people concerned already participate during the process of establishing the criteria and methods for these evaluations for a particular region.

The recommendations for evaluations of sustainable regional development start with the description of the obstacles that normally make establishing the evaluations difficult. Then the elements of a program for evaluations are presented: What should be evaluated, and how and by whom and when. finally, information is given on how to conduct an evaluation program and a meta-evaluation is presented.
