The rationale for basic education in developing countries: A critique of the ideology of reform in education

Abstract

The theme of this paper is that education policy in developing countries is increasingly getting beyond the control of these countries. Policy decisions affecting the future of education in these countries are decided in conferences oftentimes held beyond the boundaries of these countries. As I see it, the discomfort of this trend is that scholars in developing countries are being relegated the role of legitimators of such externally packaged education policies. The trend makes Carnoy's observation valid:
