Abstract
New and emerging wireless technologies have the potential to greatly increase the efficiency with which radio frequencies are used to support spectrum-dependent wireless systems. A number of such technologies are discussed in this paper, including the impact they are likely to have on the evolution of regulatory frameworks. In a convergent environment, the evolution of technology impacts every aspect of regulatory frameworks, including interconnection, numbering, universal service and spectrum management. In this article, the authors argue that service and technology neutrality along with flexible regulations are key elements in being able to capitalize on the advantages that may ensue from the technology advances in today's telecommunications environment.

Mindel De La Torre
Mindel De La Torre is President of Telecommunications Management Group, Inc., a consulting firm that advises businesses, international organizations, and regulators on the liberalization and commercialization of the telecommunications sector. Prior to TMG, she was Deputy Chief of the Telecommunications Bureau at the Federal Communications Commission, and is currently active in the International Telecommunication Union's (ITU) World Radio-telecommunications Conferences.

A former executive with Iridium and the US National Telecommunications and Information Administration (NTIA), Dr Rush is an active participant in the International Telecommunication Union (ITU) and the Institute for Electrical and Electronic Engineers (IEEE).
Victor Mulas
Victor Mulas is a legal and regulatory analyst with the Telecommunications Management Group, with extensive experience advising international clients on strategic telecommunications issues. Mr. Mulas holds a Master of Telecommunications Law from Comillas Pontifical University, Madrid, Spain, and a Juris Doctor degree from Universidad Autónoma, Madrid, Spain.

Jeffrey Bernstein is Business, Technology and Regulatory Advisor for Telecommunications Management Group, Inc. (TMG), where he analyzes telecommunications business and regulatory environments and advises clients on relevant regulatory and strategy issues. His recent work has focused on mobile termination rates, domain name management, ENUM, and convergence issues.

An economist by training and an information technology (IT) expert by profession, Mr. Dean's recent work has focused on assisting regulators on numbering and domain name management issues, and more generally on the technical aspects of telecommunication sector reform.
