This paper originated from a workshop in Stellenbosch in 1995. Gavin Williams presented versions of it at the Universities of Arizona and Oxford (1996), Rhodes and Stellenbosch Universities (1997) and at a Conference on Sustainable Land Reform organized by AIC Conferences, Johannesburg (1997).
