Creating the conditions for corruption

Abstract

In this article the author examines corruption within administrative hierarchies and ruling elites, with particular reference to Black African states, and outlines the conditions prerequisite for its existence and their creation. Taking a look at the concepts of price‐fixing and underpricing and the effects of both, he concludes that the greater the extent to which production costs and consumer prices are “divorced”, the greater the potential that exists for corruption.
