Abstract
Some Thoughts on the Theory and Practice of Federalism: There are indications that the federal concept is gaining ground in South African party politics. This article therefore analyses different federal definitions as well as different principles on which federalism can be based. The territorial, and corporate principles are discussed as well as the principle of personalised matters as applied in Belgium. Furthermore this article sets out the constitutional characteristics of federations and concentrates on aspects such as the role of the upper house in a federation, the division of powers and functions, the role of the judiciary, the methods for amending the constitution, administrative arrangements within federations as well as the prerequisites for federalism.
