Abstract
Many misconceptions prevail amongst exponents and practitioners of municipal administration about the true meaning of and relation between policy‐making, decision‐making, and planning. Some exponents of the subject regard these concepts as synonymous, whereas others see planning and policy‐making as species of decision‐making.The purpose of this article then is to try to clarify these misconceptions and to bring out the true meaning of and relation between these three administrative phenomena.
