Abstract
Transport diplomacy can be defined as the art of applying the transport potential of the country to perform a maximal role in its relations with other countries for its own benefit as well as that of others. Such diplomacy is based on the premise that the interests of the various parts can best be served in terms of the stability and prosperity of the whole.
The historical development of rail transport in South Africa, the highly inadequate transport situation in Africa and S.A.’s present strength in terms of railways, harbours and airways, combine to make our transport system a highly strategic deterrent to political isolation and a key to relations with Africa in transport as well as other fields.
In view of suspicions among African States about S.A.’s socalled “imperialistic” motives, and its own constitutional mandate to operate on business principles, the SAR has assumed the following basis for cooperation:
