Abstract

This article explores the relevance of reform strategies in the South African context. The rationale underlying reform in South Africa is dealt with as well as the instruments of reform that are available to the decision makers. Both the former and the latter are dealt with against the background of factors which inhibit reform in South Africa. In conclusion, a number of guidelines relevant to reform in South Africa are suggested.
