Legitimacy in plural societies

Abstract

This article is concerned primarily with political authority in plural societies, and more particularly with the legitimacy of the state and of the governmental regime in such societies. Four questions structure the authors approach: first, the tests of legitimacy; secondly, the nature of the problem; thirdly, the responses to the problem; fourthly, criteria for choosing between individualism and communalism.
