Ministerial responsibility: lessons from Britain, cases in South Africa 1948–93

ABSTRACT

This article inquires into the practice of ministerial responsibility in South Africa in the period 1948–1993. The question whether Britain presents an exemplary case of ministerial responsibility for departmental failures, leading to departure from office, is specifically addressed. Furthermore, South African observance of ministerial responsibility since 1948 is examined by reviewing ministerial departures from cabinet due to some form of pressure. Lastly some recommendations for the improvement of ministerial responsibility in South Africa are made.
