Abstract
The White Paper on Reconstruction and Development of 1994 identified various RDP projects. These projects consisted of, inter alia, 15 Presidential Lead Projects which have since been diverted to the individual government line departments concerned. This article evaluates the extent of gender sensitivity in the policies and implementation of these projects and concludes that the extent of gender sensitivity in projects varies from department to department. Some policies and projects reflect an apparent lack of understanding of the meaning of a gender‐sensitive approach, while others have policies that are supportive of such an approach but fail to translate their gender policies into practice.
