La question des nationalités et des minorités – Discours parlementaires dans l’Entre-deux-guerres [The question of nationalities and minorities: parliamentary speeches in the interwar period]

ABSTRACT

The Inter-Parliamentary Union is one of the organizations committed to the defence of nationalities and minorities. Why have prestigious parliamentarians and intellectuals defended this cause? For many of them, at the end of the First World War, the greatest concern was to combine the formation of the states of Europe with the consequent resurgence of nationalism and its subordination to an international organization. Not surprisingly, parliamentarians from various countries come together for personal contacts, but also for stronger cooperation among states. This article examines the role, of the Inter-Parliamentary Union in the inter war period, and the relations that the Inter-Parliamentary Union maintained with the League of Nations (LN).

1 Frédéric Passy (1822-1912) fut l’un des fondateurs de l’UI. Homme politique français, économiste, avocat, il reçut le Prix Nobel de la Paix en 1901, avec Jean-Henri Dunant (1828-1910). En 1867, il avait déjà créé la Ligue Internationale pour la Paix. Parlementaire en 1881, il consacra sa vie à la promotion de l’arbitrage des conflits et à la réconciliation entre les nations. Relevons ses ouvrages Histoire du Mouvement de la Paix (Paris, 1904) et Pour la Paix (Paris, 1909). William Randal Cremer (1828-1908), homme politique britannique, libéral, fut Prix Nobel de la Paix en 1903 et Secrétaire de la Ligue Internationale d’Arbitrage. Jean-Henri Dunant, suisse, cofondateur de la Croix-Rouge Internationale, fut fait Commandeur de l’Ordre du Christ, au Portugal, en 1897. Son activité d’appui aux victimes de la guerre fut remarquable.

2 Paul Marie Gislain Otlet (1808-1944), belga, avocat, visionnaire, pacifiste; Alfred H. Fried (1864-1921), écrivain, journaliste, pacifiste, est né à Vienne, a reçu le Prix Nobel de la Paix en 1911.

3 Théodore Eugène César Ruyssen est un historien et philòsophe français, Professeur de l’Université de Bordeaux, Président de l’Association de la Paix par le Droit (1896-1948).

4 Carlyle Aylmer Macartney, historien de l’Europe centrale, surtout de l’histoire de la Hongrie.

5 Gaetano Salvemini, homme politique antifasciste, historien et écrivain, membre du Parti Socialiste italien.

Maria Manuela Tavares Ribeiro is Emeritus Professor at the Faculty of Arts, University of Coimbra, Portugal. She is a researcher at the Centre for Interdisciplinary Studies, CEIS20, at the University of Coimbra. Her research interests focus on the the history of ideas, the history of the idea of Europe, and cultural history. In addition to her involvement in the ICHRPI, she is an Associate member of the Academy of Science, of the Academy of History, Lisbon, and the International Academy of Portuguese Culture.
