De Peretti recognises that, in France as elsewhere, financial constraints have been a significant disincentive to the teaching profession, and this is a factor which cannot be ignored. Nonetheless, training is awarded priority importance at Ministry level. The following are emerging as characteristics of this prioritisation.

it is a development which is seen to involve the whole of the educational community, seen as a resource network;

there is a move to separate the administrative control of training from its educational aspects, where greater freedom is being granted to the regional teams under the overall guidance of the “chefs de mission”;

at the same time, inter‐Academie exchange of experience is essential;

a key to this exchange is the “module” approach to training, which is nationally conceived;

equally indispensable is the notion of establishing a “critical mass’ of teachers able to act as dissemination agents for the ideas implicit in the training modules.
