Gabriella Zentai of the Ministry of Education and Culture, Hungary, and Nick Fames and Alan Woodley of the OU UK's Institute of Educational Technology collaborated in producing this report of future plans for Distance Education at Higher Education level in Hungary. The authors review organisational models in Europe and further afield, especially as they relate to consortia, dual mode and single mode institutions. The report is based on consultancy in Hungary in the context of the Hungarian Government's decision in 1991 to establish a national network for distance education. A network of collaborating institutions is proposed, with an extended regional and study centre system and a Headquarters coordinating at national level
